HR Administration & International Deployment Officer (m/f/x) – Brussels - MSF Belgium

CONTEXT 

Within MSF’s Brussels Operational Center (OCB), the HR Administration team is part of the “People Deployment” Hub, dedicated to staff management. The team’s objective is to ensure a high-quality onboarding experience and provide effective administrative support to MSF employees throughout their career path. 

As HR Administration & International Deployment Officer, you contribute to the development, promotion, and implementation of a fair working framework that is consistent with MSF’s values and tailored to the needs of OCB’s social mission. You act with integrity, in line with the organization’s expectations, by respecting confidentiality and commitments, and by avoiding any form of bias. 

Under the supervision of the Head of Administration, you will join a team of 10 people organized into two units: one responsible for staff based at the Brussels headquarters and the other for staff assigned to projects abroad. You will be more specifically integrated into the headquarters HR administration team, which consists of 5 people. 

MAIN RESPONSIBILITIES 

All members of the Personnel Administration team are responsible for managing the full administrative lifecycle of employees under Belgian contracts who are based in Brussels or affiliated with the Brussels headquarters. This includes activities ranging from pre-employment preparation and onboarding to the drafting and follow-up of employment contracts and HR files, as well as ongoing administrative support, communication with employees and departmental assistants, and the management of status changes and contract terminations, in coordination with the relevant HR focal points 

Specific to the role 

As an HR Administration & International Deployment Officer, your main mission is to manage international staff profiles affiliated with the MSF OCB headquarters. This includes the management of work permits, employees relocated to Brussels, and cross-administration processes. 

At international level, MSF has implemented a cross-administration policy allowing employment contracts to be hosted by another MSF section for short- or long-term assignments. You work in close collaboration, as part of a two-person team, with the HR Administration & International Deployment Support Officer. 

Management of OCB HQ positions under cross-administration 

  • Act as the main point of contact for employees 

  • Request employment contracts from other MSF sections for staff working in delocalized headquarters positions 

  • Ensure full follow-up of the position, including invoicing, responding to questions from other sections, and compliance with OCB internal policies, etc. 

  • Follow up on the re-invoicing process to other MSF sections, in collaboration with the OCB Finance Department 

  • Collaborate with the Strategic Administration Expert and the Field Administration & International Deployment Referent: proactively contributing, drafting procedures, and communicating with the rest of the team and other partners (Compensation & Benefits, HQ HR Referent) 

  • Act as an advisor on topics such as risk analysis, legal questions from other sections, information on labor regulations, etc. 

  • Participate in the international HQ cross-administration working group and proactively contributes to the development of new processes 

Focal point for international recruitment administrative matters 

  • Respond to questions during the recruitment process in complex cases 

  • Analyze administrative and legal options to recruit international employees and offer them a contract with MSF OCB 

  • Manage work permit processes and onboarding for non-EU employees in collaboration with the designated lawyer, or independently handles work permit renewals, and communicate regularly on progress with the relevant stakeholders 

Management of relocated staff 

  • Act as the main point of contact for employees relocated to Belgium from outside the EU: personalized briefing, support, and guidance 

  • Ensure proper implementation of the policy around relocated staff with all stakeholders (employees, line managers, Finance Department for cost monitoring, etc.) 

  • Proactively contribute to the development of new processes: propose improvements, develop tools, and train team members on these topics 

Communication and documentation 

  • Responsible for the administrative management of the employee pool; serve as the main point of contact 

  • Contribute to the continuous improvement of procedures and policies related to the role 

  • Update documentation and technical fact sheets 

  • Participate in the compilation of documents related to audits 

  • Contribute to the improvement of the HR database 

Requirements  

Education & Experience 

  • Degree in Human Resources Management, Law, or Labour Sciences, ideally with an international component 

  • Minimum of 5 years’ experience in employment contract and insurance management, with proven expertise in Belgian social legislation  

  • Experience in international law or international mobility (management involving multiple entities) 

  • Previous experience with MSF or in the humanitarian sector is a strong asset

Languages 

  • Full professional proficiency in French and English, both written and spoken is mandatory 

  • Good knowledge of Dutch is an asset

*Due to legal and administrative constraints, candidates must already have the permanent right to work as a Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium
