Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation. 

Medical Coordinator (m/f/x) – Ukraine – MSF Belgium

CONTEXT 

First time presence of MSF in Ukraine was 1999. Right before the conflict, MSF was leading mainly activities dedicated to Tuberculosis screening in the country. From February 2022, MSF in Ukraine has been working to respond to the emergency situation dictated by the beginning of the war with Russia, providing medical care, donating emergency supplies to hospitals and providing vital training to their staff. We currently have 3 projects in Ukraine: South project with main base in Mykolaiv and East project with main base in Dnipro covering different sub-bases in the nearby regions (oblast) with ambulance referrals, mobile clinics and hospital-based teams; and Early Rehabilitation project based in Cherkasy. Coordination based in Kyiv. The total number of Locally Hired Staff (LHS) is around 350 staff.

MAIN RESPONSIBILITIES

As Medical Coordinator, you will:

  • Be responsible for defining, monitoring and updating the medical content of the MSF country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensure that the objectives and goals set in the program’s annual plan, CPP and project plans are achieved.

  • Support Project Medical Referents (PMRs) with the strategic vision and implementation of medical strategies in the geographic area covered by their project. 

  • Be overall responsible for the appropriateness and quality of medical interventions conducted by MSF projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centered activities.

  • Continuously monitor the medical and humanitarian needs in the country through exploratory travels, the use of health information systems, monitoring and reviewing project proposals, determine necessary resources in order to cover medical and humanitarian needs of the population at risk

  • Be responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programs through regular field visits, analyze difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results

  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervising the associated processes (recruitment, validation of medical staff, training/induction, evaluation, potential detection, development and communication). Coach and directly support project coordinators and medical teams in the implementation of the medical activities.

  • Together with the HR Coordinator, define, update and implement the MSF country’s Health and Safety Policy Framework including medical insurance, social packages and repatriation policy. Ensure the guarantee of the highest possible level of medical related security issues (mental and physical health and safety in the workplace) and monitor the psychological status of all staff, suggesting solutions to help improve mental health related issues

  • Be responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensure preparation of all medical orders in collaboration with the Logistics Department and the submission of all medical purchase requests to HQ. Be accountable for the proper management of the pharmacy in the country, including projects.

  • Provide reports on the mission’s evolution from the medical perspective, as required, and is responsible for the medical library. Inform the medical field staff of all materials available, and keeping all medical documents updated in the database

  • Represent MSF before local medical authorities and keeping regular contact with other counterparts in the country (NGOs, local organizations, donors, authorities) in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions to raise humanitarian awareness

REQUIREMENTS

Education and experience 

  • Essential, degree in medicine or paramedical studies. 

  • A degree in Public Health would be an asset. 

  • Minimum 2 years of international MSF experience as Deputy MedCo or MedCo 

Competencies 

  • Strong capacity in people management, communication, strategic vision, and planification 

Languages

  • Proficient level in English, both oral and written is mandatory

CONDITIONS

  • Expected starting date: As soon as possible

  • Location: based in Kiev (Ukraine) 

  • Mobility: 40% for project visits and gap fillings within Ukraine

  • Length of contract: 12 months (extension possible)
  • Contract type: fixed term – full-time
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids.

  • No family position
