CONTEXT
The MSF Academy for Healthcare is a MSF intersectional initiative that has been created with the aim to increase the quality of healthcare in health care services directed or supported by MSF by strengthening the skills and competencies of healthcare workers through structured, competency-based and recognized or accredited learning programs. The Academy has a growing portfolio of learning programmes addressing specific learning needs and objectives for different categories of healthcare staff in MSF managed or supported healthcare services. All these projects are chosen in line with overall MSF medical operational priorities.
A large focus is on MSF’s national staff but increasingly includes also staff of ministries of health, especially in the countries with the largest gaps in human resources for health (HRH) capacity. Presently, a lot of effort goes to nursing care and maternity care staff in MSF hospitals or MSF supported hospitals and to staff working in out-patient care in primary healthcare facilities. The Academy develops adapted comprehensive curricula and invests a great deal in clinical mentorship in the healthcare services of practice. Beyond MSF projects, the Academy connects also to health authorities to work on recognition of its learning programmes and organises occasionally also financial, organisational and pedagogical support (through e.g. sponsoring scholarships) to existing schools for training of healthcare workers.

We have a growing “global team”, composed of the director, deputy director, resource manager, MEAL manager, communication and information officer, project managers, training coordinators as well as a strong technical team comprising of medical experts and learning science experts to support our projects, as well as a group of distance-learning clinical mentors for the AMR programme and tutors for PGDIP courses. In the countries where a training program is implemented, strong country teams are present. The global team counts around 30 staff, and the program-based teams have around 70 staff.
As Human Resources Officer, you define, adapt, plan and ensure correct implementation of the human resources policies, guidelines and strategies of MSF Academy for the global team and for the program teams, in close collaboration with the MSF Academy team and the involved HR departments of all OCs hosting members of the MSF Academy Global Team and project team.
You contribute to the definition and implementation of MSF Academy’s objectives and ensures the HR capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve the programs’ goals effectively.
You support a proper management of HR across the team, in line with MSF human resources vision and values and you report hierarchically to the MSF Academy Resources Manager.
MAIN RESPONSIBILITIES
- Lead and oversee all human resources and administrative matters of both global and project-based teams, ensuring they are aligned with legal standards, HR vision and Responsible Employer framework.
- Coordinate with contracting offices for International Mobile Staff and HQ personnel based outside Brussels to ensure smooth employment processes.
- Design, update, and implement the HR policies and guidelines in areas such as learning and development; detachment, clinical practice, mobility and talent identification, adapting them to the evolving needs.
- Participate to the recruitment process (for global team and project team), in collaboration with different involved MSF stakeholders.
- Foster transparent and equitable career development pathways for MSF Academy profiles, primarily within project teams
- Oversee the full HR lifecycle - from recruitment and onboarding to end of contract) including cross administration with other MSF sections.
- Supervise the creation and revision of job descriptions, maintaining coherence with Global Function Grid.
- Provides advice and technical expertise to line managers and the global team, to design job profiles, organizational charts and decision-making channels in compliance with the different HR and legal regulations,
- Develop recruitment strategies based on labor market analysis to attract qualified professionals aligned with the MSF Academy’s mission with potentials to develop within the organization
- Act as a coach and advisor to managers, supporting them in their role of people’s managers and enhancing team performance.
- Ensures systematic briefings and induction of global team members and International Mobile Staff in collaboration with the hosting operational section.
- Support conflicts resolution processes to ensure legal compliance and strengthen the employer branding awareness.
- Work closely with the project managers and HR teams abroad to promote internal (in countries) and external mobility of key staff and support the development of mobility plans in line with existing policies.
- Ensure behavioral issues are proactively prevented, detected, managed and reported in close collaboration with the Direction and relevant units within hosting operational centers.
- Manage logistical and administrative needs for the team including travel arrangements, visas, per diem, and accommodations, in accordance with internal policies.
- Oversee end of assignment procedures, including debriefings and experiences capitalization at project level, ensuring insights are shared with the HR Department.
REQUIREMENTS
Education & experiences
- Bachelor’s degree in HR management or administration related studies
- At least 3 years of experience in Human Resources management of which minimum 2 years’ MSF international experience and/or MSF headquarters in an HR position
- Experience in project management is asset
- Familiar with MSF HR tools is an asset

* Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium.
- Contract type and duration: fixed-term contract – part-time (50%)
- Contract duration: 12 months (extendable)
