CONTEXT  

The MSF project in Belgium intends to address within a multi-disciplinary and collaborative approach, the health needs and main social determinants of populations in situation of exclusion in parallel to pro-actively engaging on the visibility of the problematics and promoting institutional change. The target population includes (undocumented) migrants in transit, migrants in stagnation, asylum seekers excluded from reception and those in administrative detention Specific attention goes to Unaccompanied Minors (UAM) 

Most of them stay in reception facilities, squats, other temporary shelters or on the street. Since it is a project of choice, it integrates medical and advocacy activities with a common catalytic objective.   

Where possible MSF chooses to work in partnership with actors providing shelter, social and legal protection services and/or health care.   

Today, the Belgium Project is structured around following axes of intervention: 

  • Outreach: the mobile team is providing sensitization, prevention, health promotion, primary health care, mental health and referral to specialized medical care if necessary 

  • Detention: volunteer MDs (+ psychologists TBC) provide a second medical advice to migrants held in administrative detention centres 

  • Infection Prevention and Control (IPC): the project aims for dignified living conditions in squats and reception centres for UAM, by taking measures against bed bugs, scabies and other EH related issues 

  • Emergencies: the project responds to specific identified emergencies when needed 

As Project Coordinator, working closely with the Country Coordination Team, you will be responsible for defining the operational strategy for the project. You will lead MSF’s operational response, oversee the implementation of MSF programmes, and assess population’s health needs. You will also ensure adherence to MSF’s charter, ethical principles, and policies, supporting the achievement of organizational goals and contributing to improved health conditions for the targeted population and humanitarian situation. 

MAIN RESPONSIBILITIES 

  • Represents MSF and safeguards its interests through close collaboration with the Country Coordinator, engaging with related local, regional and national state-actors. You will build and maintain strategic relationships with key stakeholders in Belgium and neighboring countries, specifically OCP’s activities in France and others as they occur, ensuring MSF’s active positioning, positive public image, and strong operational networks 

  • Oversee the implementation of MSF programmes, supporting the team to prioritise and ensuring alignment between medical and support departments and guaranteeing adherence to MSF’ technical, ethical and associative principles 

  • Monitor and analyze the political, humanitarian, and migration context, including developments linked to the EU Pact on Migration and Asylum, and the consequences of Belgium’s National Implementation Plan of the Pact, to identify population needs, guide operational priorities, contribute to the advocacy strategy and ensure it is well understood and timely implemented. When required, you will act as spokesperson for the project towards press and other public interlocutors 

  • Ensure the proper application of HR policies, including recruitment, briefing, evaluations, staff development, and internal communication, fostering strong team engagement with MSF values. You will also support associative focal points in the project and ensure teams are well briefed on contextual and security-related matters 

  • Responsible for security management, ensuring that security policies, protocols and documents are regularly updated, understood by the team, and implemented through briefings and refresher trainings 

  • Ensure effective planning and management of financial, material, and logistical resources, including budget preparation, monitoring of financial indicators, supervision of procurement, and oversight of all project assets to guarantee efficiency, compliance, and sustainability    

REQUIREMENTS 

Education & Experience 

  • Desirable university degree related to Political Sciences, Human Rights, International Humanitarian Law, Public Health, humanitarian action, or protection  

  • Minimum 3 years experience in project management with MSF or other humanitarian NGOs 

  • Experience in migration contexts is mandatory 

  • Good understanding of the Belgian political landscape and legislation is an asset  

  • Solid understanding of advocacy is a strong asset

  • Proficiency in English and French, both written & spoken is mandatory 

  • Good knowledge of Dutch is an asset 

CONDITIONS 

  • Expected starting date: Mid-March 2026 

  • Location: based in Brussels, mainly carried out in the project (Belgium) 

*Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium 

  • Contract type: Fixed-term contract – full-time  

  • Contract duration: 9 months (until 31.12.2026 extendable) 

  • Salary according to MSF-OCB Head Office grid 

  • Meal Vouchers – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
