Emergency Pool Mobile Finance and Accountancy Manager (m/f/x) - MSF Belgium 

CONTEXT 

Within the Operations Department of MSF Belgium (Operational Center Brussels - OCB), our Emergency Pool (E-Pool) has as primary function to intervene directly and quickly with medical activities in crisis situations such as conflicts, epidemics, outbreaks and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.  

The E-Pool consists of one E-Pool Coordinator and a deputy, and two Emergency Coordinators based in Brussels. In addition to the Emergency coordinators, the E-Pool unit is composed of technical referent officers in Supply, Logistics, HR and Finance.  

The E-Pool also includes a Mobile Emergency Team deployed in emergency operations and composed of different profiles of coordinators and technicians. Members of the E-Pool Mobile Team travel at short notice to any context where the E-Pool is leading interventions, operating in a roving capacity. They undertake successive several short-term assignments between 6 weeks to 3 months, though in exceptional cases, it may extend beyond 3 months. 

As Emergency Pool Mobile Finance and Accountancy Manager you will successively carry out short-term assignments in the countries of interventions led by the E-Pool in Brussels.  

Priority will be given to assignments in emergency interventions on Finance and Accounting Manager positions, but other Finance manager positions could also be covered to support more directly the project. You will be managed by the Finance Officer of the E-pool who will define the assignment priorities. While working in the programs, you will report to and be supervised by the Finance Coordinator. 

MAIN RESPONSIBILITIES 

Main Purpose:  

Coordinating and supervising the accounting of the project (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project. 

Accountabilities: 

  • Being responsible for quality and timely accounting for the whole project e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall project accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures. 

  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the project’s accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them 

  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations. 

  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management 

  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities 

  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system 

  • When required, briefing all staff involved, on specific accountancy management (Country Coordination Team, Administration Managers, Logistics Managers, etc). 

REQUIREMENTS 

Education and Experience 

  • Certification or professional training in Accounting
  • University degree in Accounting, Finance or Business administration is an asset
  • Minimum 3 years' experience in a similar position
  • Minimum 2 years' experience as Accountancy manager or Finance manager with MSF in countries of intervention
  • At least 1 international MSF detachment in a Finance/Accountancy position
  • Experience in one MSF emergency intervention is an asset
  • Experience in a Finance/Accountancy position in headquarters (HQ) is an asset  

Competencies 

  • Good knowledge of Unifield is an asset  

  • Strong interest for emergency contexts and operations 

  • Strong knowledge of accounting tools 

  • Leadership (able to set priorities, make choices and assume decisions)  

  • Very good personnel management and development (coaching, mentoring, and training) skills  

  • Good communication skills: active listener, clear and effective communication, sense of diplomacy and pedagogy  

  • Acute sense of human contact, interpersonal dynamics, and collaborative attitude

Languages 

  • Proficiency in English both written & spoken is mandatory
  • Good knowledge of French, Spanish, Arabic or Portuguese is an asset 

Other 

  • Availability to travel to any country on short notice  

CONDITIONS 

  • Expected starting date: As soon as possible

  • Location: Carried out in the countries of intervention (all contexts, including high-insecurity contexts) - based in the country of residence in between assignments 

  • Contract type: Fixed term contract – Full-time 

  • Contract duration: 12 months 

  • Salary as per MSF international salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
  • Medical insurance 100% covered as per international package; 45 paid leaves; Accomplishment bonus of 1.5-month salary upon completion of 12-month contract
  • No family position
