CONTEXT
MSF Lebanon is a Branch Office established in 2018, contributing to MSF’s purpose through regional anchoring, workforce development and institutional continuity. It operates in a complex humanitarian environment and aims to strengthen its contribution to the global workforce, communication, and partnerships.
As the Human Resources Director in Lebanon, and reporting to the Executive Director, you lead the HR function and define and implement HR and administration strategy in alignment with MSF Lebanon strategic ambitions and MSF global workforce priorities.
MAIN RESPONSIBILITIES
- Define and lead the HR strategy in alignment with MSF Lebanon strategic ambitions and MSF global workforce priorities
- Advise the Executive Director and Management Team on workforce strategy, organizational development and culture
- Lead the HR department and ensure coherence and quality across all HR functions including domestic HR, HR support to programmes, hosting and administration
- Translate strategic priorities into operational plans and ensure implementation, monitoring and adaptation
- Oversee workforce planning, HR budget and resource allocation
- Ensure HR policies, systems and tools are compliant and continuously improved
- Strengthen HR data management and digitalisation to support decision-making
- Ensure quality HR services across the employee lifecycle including recruitment, learning and development, performance and career management
- Promote organizational development, staff engagement, well-being, safeguarding and duty of care
- Strengthen MSF Lebanon’s contribution to the global workforce by ensuring recruitment, development and mobilization of international mobile staff
- Ensure timely and quality staffing support to MSF programmes, including emergency response
- Maintain strong collaboration with operational entities and key stakeholders
- Contribute to organisational governance and decision-making as a member of the Management Team
- Represent MSF Lebanon in HR platforms within the MSF movement and contribute to global HR initiatives
REQUIREMENTS
Education & Experience
- Advanced university degree in Human Resources, Business Administration, Organizational Development, or related studies, or equivalent relevant experience
- Minimum 6 years of HR leadership experience is mandatory, preferably from an international non-profit service organization or humanitarian sector
- International experience with MSF is a strong asset
- Experience working in complex, insecure and volatile environments
